How to Buy Gold in Bolivia: Offtake, Stockpiling and Tokens

How to buy gold linked to Bolivia: direct offtake by lot, stockpiling funds, tokenized gold and what the rules say. A practical guide from Tarija.

Published 2026-10-26

Most people who want to buy gold think of coins, bars or an exchange-traded product. Bolivia offers a different route: going closer to the source. Gold is one of the many minerals the country produces, and there are several ways to take part in it, from a direct purchase contract to a tokenized instrument backed by metal. None of them is a shortcut, and each has its own questions about who decides, what is documented and what is still undefined. This article explains how the options work, in plain terms.

Why look at Bolivia at all

Bolivia is known for lithium (9 Mt according to the USGS, the second-largest known concentration in the world), but its mining sector is broad. It includes gold, silver, tin, zinc, lead, copper, tungsten, antimony, bismuth, borates (ulexite), iron, manganese and gemstones such as bolivianita. Gold sits inside that wider picture, and the producers are a mix of companies, cooperatives and state companies of the sector.

For an international buyer, the interesting part is access. Output is not sold only through a distant market. It can be reached directly from producers, if you know whom to approach and how to structure the deal. That is where most of the difficulty lies, and it is not a matter of money alone.

Three ways to buy gold linked to Bolivia

Depending on who you are, the route changes. In our work we separate three profiles:

  • The buyer: a refiner, trader or company that wants physical metal. The usual tool is a direct purchase (offtake) contract by lot, with shared laboratory assays and logistics.
  • The investor: someone who wants exposure without handling metal. The options are a stockpiling fund or a stake in the operation itself.
  • The State-linked structure: tokenized instruments backed by physical metal or by future production, with audited reserves and a regulated listing.

These are different products with different risks. A buyer carries delivery and quality risk. An investor in an operation carries operating and project risk. A holder of a token carries structural risk: who holds the metal, who audits it, and under which rules the token is listed.

How a direct offtake contract works

An offtake is a contract in which a buyer agrees to purchase output from a producer. In practice, for Bolivian minerals, the structure is built lot by lot. Each lot is sampled, and the laboratory assays are shared between both sides, so the buyer and the seller work from the same numbers. Logistics and shipment run through a port in Panama.

Volumes, prices and tickets are quoted per lot, and we do not publish them. That is deliberate: any figure printed in an article would be out of date by the time it is read, and it would say nothing about the quality of a specific lot. What matters first is the structure: who the counterparty is, how the metal is verified, and who is responsible at each stage from the mine to the port.

Stockpiling funds and stakes in the operation

For investors who do not want to take delivery, there are two structures. A stockpiling fund buys and holds metal over time. A stake in the operation means entering the producing business itself, often through a Bolivian S.A. (a joint-stock company) set up for that purpose, with Bolivian and international legal counsel involved in the design.

The second option is closer to a business than to a purchase of metal. You are exposed to the producer's costs, permits, relations with communities and the timing of its work. For that reason, due diligence matters more than any headline. We answer due-diligence questions in writing, and where a figure is not available, we say so rather than invent one.

Buy gold through tokenization: what already works

The third route is tokenization. In simple terms, a token represents a claim on a defined quantity of physical metal, for example 1 token = 1 g or 1 kg. Other formats include production forwards and departmental royalty bonds. The question is never the technology; it is whether the backing can be verified.

There are working references abroad, and we cite only these:

  • The tokenized gold market is above US$ 5.5 billion (PAXG and XAUT; CoinGecko, October 2026).
  • HSBC Gold Token in Hong Kong has traded more than US$ 2.37 billion and was the first retail gold token approved by the SFC.
  • USDKG in Kyrgyzstan has a state issuer under the Ministry of Finance, is backed by gold reserves and was listed on OSL Hong Kong in 2026.
  • Thailand's G-Token, of about US$ 150 M, has tickets from 100 baht.
  • Nornickel and Atomyze issue metal tokens (palladium, platinum), with Traxys and Umicore among the buyers.

There are also cautionary cases. Venezuela's Petro had unauditable backing and was discontinued. Zimbabwe's gold token stayed small and was renamed GBDT. Atómico3 in Argentina was suspended by the CNV because its reserves were undocumented. The lesson is the same each time: a token is only as good as the proof behind it.

What the Bolivian framework says today

The rules have moved in recent years. BCB Resolution 082/2024 lifted the ban on virtual assets. Supreme Decree 5384/2025 created fintech companies (ETF) licensed by ASFI, including tokenized-asset services. ASFI Resolution 540/2025 created the registry of virtual assets.

That gives a base, but it does not settle every question. Whether a particular gold-backed instrument can be listed, under what audit regime, and with which issuer, depends on the structure and has to be confirmed case by case. We do not claim that a specific tokenized gold product has been approved in Bolivia. Where something is still to be defined, it is to be defined.

How we work, and what you can expect

INBEIN LTDA is a private advisory firm based in Tarija. We are advisors, and we say openly that we hold a direct relationship at the highest level of the Government of Bolivia. We do not name anyone and we do not describe meetings. Our role is practical: map the opportunity (sector, players, permits, timelines, risks), open the table with the level of government that decides, prepare the file, and help structure the vehicle with legal counsel.

The process runs in order: interest through the form or WhatsApp, an opportunity map, an NDA and data room when applicable, due diligence, then the vehicle and closing (KYC, with USDT/USDC or fiat depending on the vehicle; sanctioned jurisdictions are excluded). After that comes periodic public reporting: on-chain for tokenized assets, financial statements and minutes for an S.A. Our team also organizes Tarija Tech Week and organized Bolivia Blockchain Conference 2025, which is why we know the local and the international sides of this field.

You can see the three areas we work in on the opportunities section, read about Bolivian minerals, or go back to the home page. If you have a specific case, write to us through the contact form or on WhatsApp at +591 71868545. We work in Spanish and English, and the team also in Russian and Chinese.

FAQ

Can a foreign company buy gold directly from producers in Bolivia?

The structure used for minerals in general is a direct purchase (offtake) contract by lot, with shared laboratory assays and shipment through a port in Panama. The details depend on the producer and the lot, so they must be reviewed case by case.

Do you publish gold prices or volumes?

No. Volumes, prices and tickets are quoted per lot, and we do not publish them. We prefer to share them in writing once there is a concrete interest.

Is tokenized gold allowed in Bolivia?

The framework has opened: BCB Resolution 082/2024 lifted the ban on virtual assets, D.S. 5384/2025 created fintech companies licensed by ASFI, and ASFI Resolution 540/2025 created a registry of virtual assets. Whether a specific gold-backed instrument can be listed has to be confirmed for that structure.

Can I lose money if I buy gold through a project like this?

Yes. Early-stage projects can lose all capital, and figures in project documents are planning assumptions. No return is promised.
