How to Buy Minerals in Bolivia: Who Decides and What Is Realistic

Practical guide for international buyers who want to buy minerals in Bolivia: offtake by lot, shared assays, who decides, and what remains undefined.

Published 2026-10-26

If you want to buy minerals from Bolivia, the first thing to understand is that there is no single marketplace and no single counterparty. Supply comes from private producers, cooperatives and state companies, and each of them works differently. This article explains, in plain terms, how a purchase can be structured, who is involved, and which parts are still undecided. It is written for international buyers and investors who prefer a calm, factual picture over a sales pitch.

Why Bolivia is on the buyer's radar

Bolivia produces a wide range of minerals: gold, silver, tin, zinc, lead, copper, tungsten, antimony, bismuth, lithium, borates (ulexite), iron, manganese, and gemstones such as bolivianita. For lithium, the USGS estimates 9 Mt, the second-largest known concentration in the world.

Having resources and being able to buy them are different things, though. Access to output, paperwork, laboratory verification and logistics decide whether a purchase happens. That is where most of the real work lies.

Who you actually deal with

Depending on the mineral, your counterparty can be a producer, a cooperative or one of the state companies of the sector. Each has its own decision-making process, its own pace and its own documentation habits.

Some matters sit with a ministry, a state company or a governorate rather than with the seller. That is why it helps to know which level of government decides what before you commit time and money. Our minerals page summarizes the sector, and the opportunities section shows how it fits with energy and tokenization.

How to buy minerals: the offtake contract by lot

For buyers, the structure we work with is a direct purchase (offtake) contract by lot. Instead of committing to an open-ended supply, you agree terms on a defined lot of material. In practice this means:

  • Direct access to the producer, cooperative or state company that holds the material.
  • Shared laboratory assays, so both sides work from the same analytical results.
  • A contract that describes the lot, the verification method and the delivery terms.
  • Logistics and shipment through a port in Panama.
  • Payment and closing steps defined by the vehicle, with KYC applied to the parties.

Volumes, prices and ticket sizes are quoted per lot. We do not publish them, because a number without a lot, a grade and a date means nothing.

Permits, timelines and risks

Every mineral and every operator has its own permit picture. Part of our first deliverable, the opportunity map, is to lay out the sector, the players, the permits, the timelines and the risks before you spend on legal work.

Bolivia also shows that political processes take time. The lithium contracts signed by YLB with CBC (China) and Uranium One (Russia) in late 2024 remain unratified by the Legislative Assembly as of 2026. A buyer should treat any timeline that depends on such approvals as open, not fixed.

We would rather tell you that something is undecided than give you a date we cannot support.

Other ways to take part: stockpile, stake, tokenized instruments

Not everyone wants to take physical delivery. For investors, two other routes exist: a stockpiling fund, or a stake in the operation itself. Both carry the risks of early-stage projects, including the loss of all capital.

A third route involves the State: tokenized instruments backed by physical metal or by future production, with audited reserves and a regulated listing. Reference cases elsewhere include HSBC Gold Token in Hong Kong and USDKG in Kyrgyzstan, and the Bolivian framework has moved with BCB Resolution 082/2024, D.S. 5384/2025 and ASFI Resolution 540/2025. The failures matter too: Venezuela's Petro had unauditable backing, and Atómico3 in Argentina was suspended by the CNV over undocumented reserves. Backing that can be audited is what separates the two groups. Read more in our home page overview.

How INBEIN LTDA works with a buyer

INBEIN LTDA is a private advisory firm in Tarija. We are advisors, not intermediaries who sell you a promise. We say that we hold a direct relationship at the highest level of the Government of Bolivia, and we use it to open the right table, prepare the file and accompany the meetings that are needed.

The process runs in steps:

  1. Interest through the form or WhatsApp.
  2. Opportunity map.
  3. NDA and data room, when applicable.
  4. Due diligence, where we answer in writing and never invent figures.
  5. Vehicle and closing, with KYC, using stablecoins (USDT or USDC) or fiat depending on the vehicle. Sanctioned jurisdictions are excluded.
  6. Periodic public reporting: on-chain for tokenized assets, financial statements and minutes for a Bolivian S.A.

We work with Bolivian and international legal counsel and operate on the ground from Tarija. Our team also organizes Tarija Tech Week and organized Bolivia Blockchain Conference 2025, so we are used to coordinating many parties. If you are ready to talk, you can reach us through the contact form or WhatsApp at +591 71868545. We work in Spanish and English, and the team also works in Russian and Chinese.
